OP, I'd suggest you download 16.3.2 from the AMD website (I've just downloaded and checked them, the checksum on atdcm64a.sys is the same for the April19 vulkan drivers and 16.3.2) run the installer up to the point it's finished extracting the files (kill the actual driver install) then copy the atdcm64a.sys file from C:\AMD\Radeon-Crimson-16.3.2-Win10-64Bit\BIN64 to c:\AMD\WHQL-Win10-64Bit-Radeon-Software-Crimson-16.7.2-July19\BIN64 then try the 16.7.2 install again. After updating your AMD graphics driver, you can check if the problem is solved. Step 2: After the scanning process is completed, click the Update All button to download and install the latest drivers for all devices with outdated drivers.
I replaced that file with the one from the April19 vulkan drivers (only that file!) and the installation worked A-OK. Here is the guide: Step 1: Install Driver Easy and launch it. When trying to start the install it fails on analysing system after a 'detection driver error' (presumably the detection driver is the aforementioned atdcm64a.sys) - after closing the fail prompt Windows gave me an error message stating that the file atdcm64a.sys was blocked from installation as it was unsigned (untrue, it's signed, but Windows is obviously having a fit over it) The AMD uninstaller leaves driver files in the registry, this also goes for the driver uninstalls too I have 7 different driver profiles on my computer. first thing I found since win10 anniversary update the beta drivers are very buggy on my computer. The file atdcm64a.sys in the BIN64 directory within the drivers install directory (so c:\AMD\BIN64) has been changed since Apr19 Vulkan drivers (only other driver pack I still had), the new version is 42KiB rather than 34KiB for the April19 Vulkan drivers version. Re: 'display driver failed' repeatedly on new RX480. I had to reinstall Windows for an unrelated issue today and had the same error.
